Oil platform in the pacific ocean in 2017

On January 28, the Commission and DCOR LLC settled litigation that will end offshore oil and gas production at Platform Esther off the coast of Seal Beach. Platform Esther, one of three remaining oil production platforms in state waters, has an operative life of about 15 years. This settlement establishes decommissioning deadlines and ensures that DCOR LLC will pay all the decommissioning costs, including plugging and abandoning all the platform wells.

The California State Lands Commission is hosting an environmental justice outreach and engagement meeting on Friday, February 28, 2025, at 6 p.m. at the South Oxnard Community Center. The Commission is processing an application from Ormond Beach Power, LLC, a subsidiary of GenOn Inc., for an amendment of their General Lease – Industrial Use.

The California State Lands Commission and its consultant, 2H Offshore California (previously InterAct), will perform well re-abandonment (re-sealing) work on leaking wells, Well A and Well B, which are located on the far West end of Summerland Beach. Well re-abandonment operations are scheduled to begin on February 23 and conclude on March 1, 2025.

The Commission acknowledged, honored, and expressed gratitude to Jennifer Lucchesi and Colin Connor, Executive Officer and Assistant Executive Officer, for their exemplary service to the Commission and many accomplishments over the decades. Jennifer is moving to the Department of Conservation to serve as Executive Director, and Colin is retiring from state service.

SACRAMENTO – A federal district court in Delaware has issued a decision reaffirming a bankruptcy court finding that the California State Lands Commission’s operation of the Ellwood Onshore Facility in Santa Barbara averted harm to the public and the environment and was a proper exercise of the Commission’s police powers.
